The role and position of consulting engineers in the exploitation of freeway investment projects

In the past two decades , with the provision of legal infrastructure by the government and parliament for the private sector to enter the field of investment in construction projects on the one hand , and the appropriate rate of internal return of freeway investment projects and the lack of government construction credits on the other hand , we have seen the participation of private and semi-governmental sectors in providing financial resources for the construction of civil infrastructure in the country. These types of investment projects are carried out using different contractual mechanisms between the main employer ( government ) and the investment company , such as BLT ( build , Lease , Transfer ) and BOT ( Build , Operate , Transfer ) and other methods .
Investment, construction and operation projects in terms of work stages include 3 main stages of forming an investment company, i.e.” Studies and design and plan preparation stage “ “Construction and implementation stage “ and “ Operation stage “ Meanwhile , consulting engineer companies can play a role in 2 positions and provide technical and engineering services .
First as a consultant for investment companies and second as an employer consultant. In the author’s opinion, employers and investors have not fully used the capabilities of consulting engineering companies in the field of investment projects.
In this article , while introducing the processes of a BOT ( Build , Operate , Transfer ) investment project , we will introduce the potential capacities of consulting engineers during the operation period of these projects and the effect of the performance of the consulting engineers on the optimization and reduction of costs during the operation period.
